If you want to be one of the first on the ship, I would recommend arriving around 11:00am.  If you want to avoid the crowds then I would shoot for 1:30pm. 


Galveston can sometimes be fogged in.  If that happens, and you are staying at the Galvez, see if you can make arrangements to stay in your hotel room past checkout time.  It will take the ship at least two hours to off load everyone, and in some cases it can take much longer.    So if the ship doesn't dock until 10:30am most likely boarding will not begin until 2:30pm.  Why stay in a stuffy waiting area when you can stay in your comfortable hotel room?


Speaking of which, how are you getting home?  If you are flying I recommend taking one of the ship's tours to the airport.  This gets you priority debarkation, which in my case saved me several hours and insured I didn't miss my fight home.  Of course to take the ship's excursion to the airport requires that you have a late flight home.  I heard from several people that the ship I was on had not finished debarking until after 2:00pm because there was a large group of Mexican citizens on our cruise, and non-US citizens take longer to clear customs.
