Be there at 11:30AM and you will be on board by noon.

We sailed on June 25th on Zaandam. We got to Canada Place at 11:30 and we were onboard by 12:15. No lines, the US immigration agents were in place and working, although without a smile on their faces. It was a breeze.

FYI
This was a cruise that started with two Canadian Ports.
There was no US immigration until further in the Cruise so the boarding process including Security took exactly 17 minutes from drop off to our room. Best yet.
