I'm not sure that Celebrity has changed its policy. Perhaps, but only perhaps. Over the last few years, after more than doubling the fleet capacity by the introduction of the four M-class ships, they have been running a higher occupancy rate, setting new records every year. Naturally, with fewer empty cabins, on average, there are fewer upgrades -- paid or otherwise. Do they sometimes occur? Sure. But not as often as they used to.Ted
