I can answer for Juneau and Skagway - Yes to both.

In Juneau, taxis advertise that they offer tours - the price is reasonable and the driver will advise on which sights are the most popular. You can also stop at some out-of-the-way shopping locations such as Costco or Fred Meyer to stock up on those items you may have  forgotton.

Skagway is pretty small but there are taxis there... you can walk to most of the attractions or rent a bicycle to visit some of the more remote points of interest such as Jewell Gardens, the gold rush cemetary and the gold dredge. You can rent a car to drive up White Pass or over to Dyea. Skagway has horse-drawn carrage tours and   pedicabs - but most of the visitors I see in the pedicabs could really use the exercise and would be better off if the pedicab driver became the passenger for a while.
