We rented from Less Pay and were satisfied. There's also a new Alamo at the dock that Carnival uses. (Can't remember the name). Make sure you buy auto insurance, since yours probably doesn't cover you in Mexico.
Have a great time. We really enjoyed driving around the island. Stopped at several beaches, a bar or two, and went to the ruins.
We've always paid a little more for Avis, they have locations at all three docks , you can book them online. Like Don M said, pay extra for the car insurance .
