Are the forward portion of the Aloha, Baja and Caribe (the Caribe deck is marked in the photo below) observation deck accessible by the passengers?

Sorry, on the Caribbean you can't go there. Only the crew has access.
The only Grand Class ships I am aware of that passengers have access to these locations are on the Diamond & Sapphire. On these two ships this area contains the balconies for specific staterooms and there is no general passenger access.

Likewise, the pool/hot-tub area (just forward of the arrow) is for crew use only.

Back in the olden days..
..you could access the forward section of the ship. It's been many many moons since those ships have existed. As Calgon stated, the forward area is now always the crew deck and there are cameras all over, so don't try sneaking in.
