Royal Caribbean would do and does do the exact same thing.  And other lines.  Each cruise line has a very few professional people answering the phones.  But the bulk are rapid turn over min.wage clerks that have NEVER cruised and will say or do anything for a booking. [even tho they don't get commissions]  The problem is in customer "service" everywhere, not just Carnival or just cruiselines.

Without questioning your sincerity in any way, we have only heard what you UNDERSTOOD to have been said.  And that is NEVER the whole story.
