I received mine in the mail from the agency I booked through, about a week before the cruise. It has drink upgrades, 2 for 1 smoothies, and other things like that. We are going to keep it by our side in case it comes in handy. I don't know how you would go about getting one if it wasn't included with your booking and provided by the TA. Ask Carnival if you can have one when you get onboard, I would think the pursers desk would be your best shot.I hope you get one!
