We were in Progresso a couple of years ago. We did not take any excursions, we just wandered around town. We had a friend with us from mexico so she spoke fluent spanish. So with her we felt comfortable enough to wander around. We didnt like it though, really nothing to do. Found a fle market that was full of the regular tourist stuff mostly, wandered through the farmers market. I would not recommend wandering around town if you dont speak spanish. Some friends took excursuions from the ship and they had a lot of fun. I dont remember what excursions they took though.
