Yes, this is true but make sure that the tour gets you back in plenty of time before departure. It shouldn't be a problem though - I'm sure those independent tours have the ship departure times memorized It's been a couple years since we were in Costa Maya but you could find tour offerings in the shopping area past the pier and also at the rear of the shopping area where the taxis and bike rentals are.
