We will be riding the Carnival bus from Orlando airport to Cape Canaveral. Are we expected to tip the bus driver?

Oh what a memory....
A few years ago we took the Carnival bus from Ft. Lauderdale down to Miami. The driver was not shy about coming on the speaker and reminding us to tip him and not the Carnival baggage porter. So, people were not tipping the porters. One lady even told a porter that the bus driver told us not to tip them. An argument between the driver and the porter ensued. They nearly came to blows. Security came and broke it up. I haven't used the cruise line transfers since and never will again.

The bus driver will handle your luggage, so it is a good idea to tip him a few bucks. He will load it in at the airport, and unload it again at the port.

OK, They tipped 15% of the shuttle cost. Was actually asking for my daughter and Son-In-Law

That's a generous tip, as far as tipping bus drivers. Perhaps we're cheap, but for a bus driver, who merely drove the bus and unloaded our luggage, I'm fairly certain hubby only hands him a $5 bill.
And that would be for the somewhat longer drive in Orlando. If we were in Miami, it would be just a dollar per bag.
In San Juan our bus driver from airport to pier, gave us a running commentary, semi-tour for the whole 30 minutes. He was quite entertaining. He got a good bit more.
BTW, I'm always surprised at how few of the shuttle passengers tip anything at all.

The bus driver will make you stay in the bus until the
bags are all pull out of the bus and put on the curb. then he will open the door
stand in front of the door with is hand out.

I did when I caught the bus from Ft. lauderdale airport to port of Miami. The bus driver was friendly, he handled our bags and as we were riding he was giving us tour information. He was actually describing different land marks. I did tip him. Even if he still wasn't as helpful, I would have tipped him anyway.
