does a 13 year old need a passport

my DH and I will be going on an eastern caribbean cruise and have decided to take our 13 year old niece. we already have the permission form from her mother(she has sole custody) will she need a passport or will a picture id and raised seal birth certificate be ok..thank you for all you help

We are going with our two girls...who will be 16 and 14 the time of the cruise. We got them both a passport. We were told that you would be able to get off the ship without it, but getting back on might be a different story. It's never a bad thing to have the passport, no matter what your age. For them they are good for 5 years and an excellent source of ID. I would suggest getting one. Hope this helped!! :wave

Right now passports are still not required for cruises departing from the US. The Homeland Security folks are saying "as early as summer of 2008" they will be. Once passports are required everyone, even infants will need passports.

Judging by your countdown clock the passport rule will be in effect by then.
