I think it's important to keep in mind when choosing a cruiseline that some lines do cater to kids/families, such as Disney and Carnival. While I agree that children should be kept under control by their parents (and believe me, we strive very hard as parents to keep our three sons on a short leash), I do take issue with many of the posts I read (not just on this board - I belong to several) where people almost take the "kids should be seen and not heard" attitude. On Carnival at least, there is no "reduced pricing" for children (they are charged the same to cruise as any adult), only reduced pricing for 3rd/4th/5th passengers in a cabin. While this certainly does not give children a license to misbehave (or their parents to ignore or allow such misbehavior), they have just as much right to cruise as anyone else. And we have seen just as many adults "misbehaving" as kids. I'm sure it wasn't primary-school aged kids getting loaded and throwing up in the hallway outside our cabin every other day, it was 20-somethings.
Please don't misunderstand - I'm not saying that anybody in this thread has indicated that they feel children should be "kicked off the ship", but many people do have that attitude. My response to those folks is that they should remember that no one was born an adult; that they were once children, too, and probably a lot more annoying than they remember.
As far as kids in the jacuzzis, everybody complains about this, and I understand the concern. But if the cruiselines place jacuzzis right outside the main pool (the one with the big slide), then of course, kids are gonna want to use them. A solution to this problem would be to have adults-only jacuzzis and kids/family-only jacuzzis, and then for the cruise staff to really enforce the rule. On our recent cruise, the only people in the jacuzzis near the main pool (the one with the big slide) were children. On the other hand, there were never any children in the spa jacuzzi and I saw very few ever using the jacuzzi by the adult pool in the aft of the ship.
As far as the "hot water danger" goes, the temperature of the water of any jacuzzi I've ever been in at any resort or cruise does not come near to what it would take to harm a normal-sized 8 or 9 year old, and certainly not our 120# 12-year-old.
There are choices in cruising; if one is "bugged" by lots of kids, then Carnival is probably not the best choice for that person, especially during summers/holidays/spring break periods.
