A large group from the community message board went on cruise together January 2003 and went to Dominica. It is not a highly developed tourist spot and I would hazard to say no. You can go in smaller groups as taxis are readily available but it is rather rugged to get there.
A number of that group are away on a cruise right now, but you could try posting on the community message board here and ask for people's experiences of going..even on the ship's tour to get an idea of the trek there.

Bus service around the island is inexpensive but roads are excellent and rental cars are available for independent exploration.

When are you going in April and on what boat... I'm going the week of 4/11 on the Destiny... I was also wondering about Dominica as this is the first i've seen it on any itinery....

We are also going on the Destiny but one week earlier, we will be getting off (boo who) when you are getting on.
