Shorts are not allowed in the dining room on any night of the cruise. Most nights your husband can just wear a nice shirt and khaki pants, or even nice jeans. On formal night slacks and a button down shirt will be fine. Carnival no longer requires suits and ties or tuxedos. As for your cabin, I'm not sure what it looks like as I've never been on the Inspiration, but I would imagine 5 to a room is really tight.
