Drink package discounts

In October of this year, we will be going on our 2nd Caribbean cruise this year on Celebrity Silhouette. On our first cruise this year {April} it seemed like the closer we got to our cruise date the more emails we got from Celebrity offering lower and lower-priced drink package offers! Is this normal?. if so we should wait to purchase our drink package.

I would buy it now , then keep checking the price , if price goes down you can get the new price. no guarantee that prices will go down.
