I would say that 11:30 to noon is a GOOD bet. A lot depends on the customs clearance of the previous sailing but in most cases the above times are a good bet. On the Millie 2 years ago we got on at about 11 AM but that is rare. Good Luck!!!
Past January experience was a little later than normal because of delays as 'E" mentions above. Make sure you determine which entrance to use as if you are there early and they open up inside room to make more room the hordes will press you that way. Once inside and facing the lines to actually speak with staff re tickets/rooms/etc. after xray pick the one with the shortest line. Lotsw of times it is NOT the one for Capt's Club members.
Boarding for us started at 11:00 am. Lines for Captains Club were longer than regular so we moved over to one of them. Process was relatively quick. Before they opened the doors for boarding we had already been given a form to fill in regarding SARS as well as showing I.D. and credit card info.
Sometimes earlier sometimes later, bank on around noon. We normally get there about 10:30 to 11 AM. Going to wait, I'd rather wait at the pier than the hotel.
