Any ship can be smokey. All ships will be non smoking in the dining room and interior dining areas of the lido buffet as well, the outside lido areas will usually have one side designated as smoking and the other non. Most lounges except for the main show lounge will allow smoking as will the casino, this is just not an issue with Elation, it is fleet wide.The solution is just finding the good areas and the bad areas and adjusting accordingly if you are real sensitive to smoke.The Elation along with the Paradise was commissioned in 1998 and was the last of the Fantasy class ships for Carnival, and if memory serves has had a drydock referb at some point and thirteen years is not old for a cruise ship.As far as the ship being good or bad....... I haven't been on it since 1998 so probably not a good judge of current condition.
