Lots of people have taken and loved the cave tubing in Belize. Do a search on this sight for past posts and check the review sections. Some favorites in Cozumel can be done on your own-Chankanaab Park, Playa San Francisco and Mr. Sanchos. In Merida we rented a van with driver. There were 6 of us at a cost of $90. Most drivers speak no English. The translator at the pier will tell the driver where you want to go and what you want to do. He dropped us off in a parking lot in the middle of town. We had arranged with the translator to meet him there in 2 hours. We saw the government house, went in a Catholic cathedral (we happened to be there the day before Good Friday so it was lovely for us since we are Catholic) and did a little shopping. My daughter bought a teen magazine which of course was in Spanish and a newspaper to take to Spanish class. Hammocks start at $5 but the good ones are well worth the $25 price tag. We then took the van back to the beach in Progresso where we swam then did some real bargain shopping-$5 bracelets, $2 t-shirts... It is a short walk from there to the lighthouse where you catch the free shuttle to the ship. There is an outdoor market at the shuttle stop.
