You can book it once onboard- this excursion we did on a cruise a few years back-- boy was it hot.I would not book this excrusion outside the ship because of the time it takes to do it.you will be ferried to PlayaCarmen to board a bus to take you to the ruins. you will spend a consdierable amount of time on the bus compared to the time it takes to see tulum. 4-5 hours round trip depending on the traffic-- with about 2 hours visiting the site.tulum was beautiful and for us-- well worth the visit
