I have been to Roatan twice and both times have hired a cab at the dock. Never had any problems. There is quite a shopping area of stalls, shops, etc. right at the dock area. ( Assuming your going to Roatan , Honduras )
One place you want to go to is called West End. It's a small village like area of shops, some restaurants, etc. on the beach. Has dirt streets and is a fun place to spend some time. Plenty of snorkeling, diving, etc. there too if you're into that sort of thing. :wave
