The Outrigger Reef Hotel is our favorite. It's right on Waikiki and I think it's in a better location than the Hilton Hawaiian Village. It's not too expensive, there's a McDonald's across the street and a super great little cafe that has delicious coconut syrup for pancakes and best of all, the little pier out in front of the hotel is a perfect spot to watch the sunset. It's an event there - everyone stops what they're doing and watches the sunset - then goes back to their business. I don't know of any Waikiki hotels that have shuttles to the cruise ship pier - it's quite a ways away. If you're on a strict budget, go with the City bus. It's very, very inexpensive and relatively clean and safe. Otherwise, catch a taxi - it's the fastest & most trouble-free way to get there.
