We have always boarded between 11:00 AM- 12 Noon, without any problems. We're going on the Conquest on 2/25/07 and plan on arriving at the terminal around 10:00 AM. My friend has a house on the gulf, in Crystal Beach, so we'll check the webcam that morning (we are both early risers) and head out when we see the ship docking.If you look at the Carnival Capers, for the Conquest, they start serving lunch on the Lido deck, at noon so I think it's fair to assume that they anticipate people on board by that time.
