Docs can come anywhere from a month prior to the cruise to just a few days before it. On my first cruise, the documents came on Friday, and we left on Tuesday..
I think I'd be on the phone to the TA -- two days seems a bit too short. Are you leaving early (for a land tour) before you actually get on the ship? She may not be figuring that in to her calculations.
As for paperwork -- there was just one small form to be filled out; took all of about 3 minutes. I'm assuming you've done the forms now required that either prove you're a citizen, or give them the information you need to share if you're not a citizen? The princess line sent those to me about 6 weeks ago, and stated that they wouldn't send the final documents until those were filled out and returned (I did them on line).
Anyway...I'd be on the phone to the agent and see if she couldn't get them to you sooner. They don't have a lot of control over that -- it is pretty much up to the cruise line to send them to the agent..but she may have had some confusion there on the dates.
