We booked all of our tours on the Internet. We took Blue Hawaiian Circle of Fire helicopter tour, but, if you can only afford one tour, I'd vote for Kauai. We did both and Circle of Fire was excellent, but wasn't even close to the Kauai tour (I recommend Island heicopters). We rented a car on Maui (stayed overnight there) drove up to Haleakawa, then to Iao Needle. We rented another car in Kona, drove around the south end of the island to Pualu'lu beach (black sand). None of this involved water, although we did book a couple of snorkle expeditions
