Have been to Limon 3 times and loved it each time........and felt VERY safe.  The only real risk with an independent vendor/excursion at the pier is making certain that they know when to be back so you don't wave bye-bye to the ship as it sails away!  We've taken ship, independent and taxi tours and have enjoyed all of them.
