I felt like I was in Tijuana- very safe and touristy for a 3-4 block radius, then pretty scary and shady looking beyond that.  They have a huge gated area right off the ship with vendors so you can buy stuff, but the gated area is topped with barbed wire and has armed guards at the entrance from the street who check your boarding card to let you back in the gate.  This made me feel very safe while shopping inside the fence, but you have to wonder what they're trying to keep out?  I haven't heard of any problems with organized excursions but I sure wouldn't wander around and rent a car to explore on my own like I do in every other port (besides Panama- that's pretty scary too unless you're on an organized excursion).
