I have taken two cruises to nowhere from Norfolk's Nauticus, where all the cruise ships berth now (Oct 02 and Oct 03). With winter departures they have installed semi-permanent heated and air conditioned tents around Nauticus for processing. They have the check in tables, xray scanners, etc. It went very smoothly last Oct. You may want to check out <http://www.cruisenorfolk.org/>
Living in Virginia Beach, I don't use the long term parking. Their long term parking is about a mile away from the pier, but they provide shuttle bus service and porters at the guarded parking lot and to return on debarkation. For short cruises I park in one of the downtown garages and pull my bags accross the street to Nauticus. For longer cruises, like my two Maasdam cruises, I will either take a taxi or have my daughter drive us to Nauticus.
With 40 cruises originating in Norfolk this year, plus port visits for others, they are gearing up, and expect to move on a permanent terminal.
