I believe there was a $2.00 charge for informal evening dining in the buffet area. It is nicely done with tableclothes and waiter service - the $2.00 is likely to cover their tips. We haven't eaten there, but walked past several times. The Olympic is well worth the surcharge, the dinner is excellent and the service is a show in itself. Be prepared, dinner there will take from 2 1/2 to 3 hours.
Celebrity tends to be quite formal on formal nights especially on the longer sailings. Women wear gowns and men tuxes. Celebrity management is doing a good job of "gently enforcing" the dress code throughout the ship on those evenings.
