I've never been on a cruise but we're considering one with Costa in the Baltics. https://www.costacruises.com/cruises/KEL09A04/FS09220712.html

I can see lots of 'paid for excursions' but when the ship docks will we be able just to get off the boat and wander around ?

For sure you can push off on your own. Grab a cab/walk etc. First timers in Ports and places they are unfamiliar with sometimes like to take ships tours as "They won't leave without you" if things go wrong. Sometimes the actual docks are not in an area suitable for walking distance/safety etc. so you just need to be comfortable in what you take on is all. I am not familiar with any of the locations you may be visiting.
