It definitely is a "must do". We dressed up nicely for this dinner (not quite as formal as formal night, but more dressy that "resort casual") and this seemed appropriate based on what the other guests were wearing.
When you make your reservations for supper at the Nouveau they will tell you that men are required to wear jackets. You don't need a tux, just a jacket and tie. The food is great and the ambience is great also. Enjoy your self.
Spending extra to enjoy yourself is really a personal choice. We did this on the Millennium to celebrate our Anniversary. We bought a bottle of wine and an after dinner cognac with the fee (which was noted to included the gratuity for the waitstaff at that time), it was pretty close to an additional $100. We skipped David's Supper Club on the Pride but may try the Golden Fleece as it will be my DH's birthday the week we cruise. It's like taking a tour or going out on your own. You have to make the decision.
