Well it all depends on what ship you are sailing on. Below is the official schedule posted by Royal Caribbean. I just checked my countdown to cruise webpage and the option of booking shore excursions is still active so they might just be doing system maintenance.
I forgot to add that there are two dates listed below each ship. The second date represents the day the system goes live to prebook your specialty restaurants.
