Hersheys, I consider Costa Rica to be very safe. Independent excursions are very good there provided you have enough time. I always caution to be sure that independent excursions get back well before the ship departure time. It'd suck to watch the ship leaving. Shopping isn't much in Limon, Costa Rica. Mainly a small vendor market that goes up for the cruise ships. There are stores in town but not of the type in Cozumel. It depends on what shopping you are looking for I guess. Limon has its rundown sections of town but it's nothing like Belize. There are many independent tour operators at the end of the pier. Our last time there (been there 3 times) we just took a taxi and drove thru Limon, ate at Restaurante Efaro which has a view of all LImon, the harbor and the coast, went to a beach, checked out a beachfront hotel and stopped at a private aviary. I'm sure you'll have a great time here. I really love Costa Rica :grin
I know some people do take independent tours in Panama but I would be very hesitant. If your ship is going thru the Gatun Locks and then back out before mooring at Christobal pier, then the only option is ship excursions. You wouldn't have time any other way. I'm pretty adventurous but I would be careful wandering around in Panama. "Yankee Go Home" sentiment is still strong there and Colon is a very rough looking, depressed city. Stick to the ship excursions in Panama is my opinion.
