Just an update. I had emailed Tom from Paradise Beach because a lady in our group kept getting approached by a waiter there saying we had to buy something. He informed me that they will be implementing a user fee for anyone who isn't getting food/drink from their restaurant so that this kind of thing doesn't happen anymore. I hope it helps, because the last thing I want on my vacation is attitude by waitstaff. I can get that at home.It's kind of interesting timing, because when we were at the port there was a guy there promoting Paradise Beach and he kept yelling "free beach" and one of the more cynical tourists chuckles and says "yeah, for how long?" and now this fee is going into effect.
