I am doing the Elation to Cabo cruise in May '08... I have heard different things regarding a passport. I have heard that we will still be able to board with a only birth certificate, and then I have heard that we will need a passport. Can you guys tell me for sure, and maybe provide a link to the official ruling on this? Thanks for your help!

The rules seem to change about two to three times per year. Given this, the only safe course of action is to get the passport. Nonetheless, here are the "current" rules from the Carnival website ...

What are the new passport requirements?

CRUISE TRAVEL

The U.S. Government will soon require all of our guests (including U.S. citizens) to be in possession of a valid passport when traveling on any Carnival cruise. Foreign nationals should contact their respective governments to obtain further details. This requirement may become effective as early as Summer 2008.

Carnival strongly recommends that all guests travel with a valid passport during their cruise. This will enable guests to fly from the U.S. to meet their ship at the first port should they miss their scheduled embarkation; and allow guests that must debark the ship before their cruise ends to fly back to the U.S. without significant delays and complications. Additionally, it will greatly help to expedite their debark process.

There is a post on cruisecritics of a news article saying they had decided to extend passport reqirements for land and sea travel to sometime in 2009 It's a good idea to have one but isn't required

I have not heard anything about 2009. The current information from the Department of State says, "At a later date, to be determined, the departments will implement the full requirements of the land and sea phase of WHTI". Again, they have promised a 60 day advance notice. Given the fact that they have changed it so many times it wouldn't surprise me at all if they pushed it back until 2009. :dizzy

Jan 2007 they were supposed to require passports, didn't happen so they said Jan 2008, still didn't happen. Then they said June 2008, but to get everything done that is required to enact it.. they say it probably wont be until June 2009. So you don't need one!
