Passports not needed for Caribbean cruises until 2008

Due to successful lobbying by Caribbean nations, passport requirements for cruise passengers will not change in January as previously noted here. U.S. citizens currently need to show a birth certificate and photo identification when traveling to the Bahamas and the Caribbean. Citing homeland security concerns, the U.S. Department of State originally set December 31, 2005 as the deadline for securing passports. The change of plans is welcomed by the cruise industry.

The State Department has indicated that the new passport requirements for travel to and from the Caribbean, Canada, Panama, Bermuda and Mexico will go into effect no later than January 1, 2008.

The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.

If you have a government issued ID (such as a driver's license) and an original or certified copy of a birth certificate... you don't need your passport. However, you are encouraged to get a passport and leave your important birth certificate at home....

Whan has it been different? It's always been talk about FUTURE regulations... all they've done is move up the date to make passports mandatory...

it is not THAT confusing, is it?
