For me, it's a matter of convenience. I was on sky deck with joggers above. This wasn't really an issue for me unless I wanted to nap late morning. It wasn't so bad.Penthouse deck provides quick access to evening entertainment, (I rarely wait for an elevator) whereas Sky deck provides immediate access to outdoor activties, pool, lunch buffet, etc. When on PH deck, I could trot on down to Champage Bar, dinner, casino, etc.I would probably stick with Sky despite the joggers, because I liked being able to walk one flight up to the pool.
