Personal Choice is one of two options given for eating in the main dining rooms. Traditional is where you pick either main (early) or late seating, and PC means you do not have an assigned time. However, you will still eat in one of the main dining rooms. I have not been on one of their newer ships, but on the Grand there were three dining rooms, two did traditional seating, one did PC. Im not sure of the exact times, but lets say PC dining is 6-8:30 pm, that means you can go to the dining room that is designated for PC any time during that period. This does not apply to the alternative dining restaurants (or at least it didnt used to, like I said I have not been on the newer ships, and last time I sailed with Princess was 2 years ago - things do change). Now, traditional and PC will have the same menu, thats why you were told PC diners get the same menu choices. With PC, since you are not assigned a time and specific table, then yes you may encounter a wait especially if you go at a peak dining time. That might take a little trial and error to see when the best time to go would be, or ask the maitre 'd. A party of 4 really isnt a big deal regarding getting seated, I would think larger parties run the risk of waiting for a table. Hope this helps.
