Hi slyAs far as I know, all car rental companies have closed their stations at the port of Miami (after 11/9), but Alamo for example, does provide a free shuttle service between their Airport Location and the Port. I guess, most major car rental companies do offer this service. And usually, there is no one-way charge, if pick-up and drop-off of a car is in Florida!
