Hello angelsis, I have no personal experience with this ship, but I took a look at the deck plans I would think it highly unlikely that there could be any obstruction there. The life boats are probably three decks below that.
It's probably a pretty good room. Very centrally located, so getting around the ship should be easy. That's definitely a consideration, on such a big ship. (We had an aft facing verandah on the Mariner, a sister ship, and although we loved the views it was quite a long walk to get anywhere, from there.)
We've also had a similiar cabin "on the cusp of the bump" like this one, when we were on the Serenade. Having the railing of the verandah angled out like these cabins have, made the verandah a bit larger than other side facing cabins of the same catagory. The extra space was nice.
Although if you stand in the angled section of the verandah, you have the ability to look back at the ship, and see down the length of it, onto nearby verandahs. And if you are standing there, other people on their verandahs can see you too. Still, the remaining part of your verandah is just as private as any other verandah
The only negative point about that cabin, in my opinion, is the fact that it connects to the room next to it. I've found that connecting rooms sometimes have a much smaller love seat/sofa there to allow space for the door.
