No. It's a very nice beach, but I wouldn't rate the quality of snorkeling very high.

Thanks Sodey. From pictures and descriptions I've seen so far, that's what is suspected. We plan to visit Rose Hall Beach, but I won't bother carrying our snorkel gear.
