You have to leave a deposit for each Sign & Sail account. If you do not use up the deposit placed on the card you'll get a check for the remaining amount at the end of the cruise. The card is your room key and is used to make purchases of any kind on the ship. Yes you can put the soda cards on your Sign & Sail card.
