yes, in an indirect manner. as DJA said above, it is really an accounting credit offsetting your debits which includes any automatic tipping fees per day for wait and stateroom staff. visit the purser early in your cruise, and ask to see a settlement of your current account (you can do this daily)...you should see the credit listed along with your debits.it's not a voucher that you can directly apply at any given time to purchase specific items.
