I've seen shorts being sold here locally that are at, or an inch below the knee which are being sold as bermuda shorts... but you're right, typical bermuda shorts do cut at the knee or slightly above. I think with their popularity, this is probably simply a variation of the classic. I personally like my shorts to cut about an inch or two below the knee, and consider anything more than two inches below the knee to be Judo shorts, as i also consider any pants that rise more than 3 inches above the ankle to be capri pants(crappy pants if you ask me, they do not look flattering, and men should never be caught dead in them)....
