At one point it did apply to disembarking but with everyone going through immigration now (at least that's what they did in May on the Destiny) it probably makes very little difference. When we had skippers last year they gave us VIP tags for our bags and we were told to wait at the pursers office which was right near the gangway. We were among the first off of the ship and all of our luggage was together in a seperate area.
