Azamara Cruise Lines (a subsidiary of RCCL) is totally and completely NON-SMOKING. If a passenger is even caught with tobacco products, they shoot him/her and throw their body overboard. Celebrity Cruise Lines has a NON-SMOKING policy on all balcony's and smoking is only allowed in one or two places on each ship. RCCL is about to introduce a NON-SMOKING policy on all their balcony's also and they only have one or two places on their ships where one can smoke as well. If even the hint of smoke bothers you, do your homework and go with one of  these lines. My wife and I like to smoke on vacation and we only do it on our balcony and in the one or two designated areas of the ship. We are very conscientious about non-smokers and try to be as courteous as possible. That's why we sail with HAL, which is not even our favorite line. So as certain cruise lines fully accommodate non-smokers, non-smokers need to realize that they can't have it their way, all the time, everywhere. If you're too lazy (or cheap) to do your homework and go with a non-smoking line, stop whining.
