Carnival Corp. & plc is challenging Florida Attorney General Bill McCollum's investigation into a fuel surcharge the company imposed last November by claiming the extra passenger fee already was approved when Florida Gov. Charlie Crist was attorney general, according to the Orlando Sentinel.
