The Summit is a great ship. We sailed on it twice within six months--an 11-night cruise in November 2003, and seven-night cruise this April. We have never stayed in an inside cabin on the Summit, but as I recall there is no outside access on that deck.
There is access on the Promenade Deck (Deck 4). Each side has exterior doors that lead to a wide walking area lined with padded deck chairs. However, unlike Holland America promenade decks, this area is not covered. It is open with tenders and lifeboats overhead.
Deck 10 has two pools with loads of deck chairs. Deck 11 is more open-air with more deck chairs. It's nice up there, but if you are sun sensitive or want to be out of the wind, choose Deck 10 to relax.
