I sailed on the Infinity to Alaska which is the nearly identical twin of the Summit. Both ships Aquaspa's have a an indoor thalassotherapy pool covered by a non-retractable glass dome. On my sailing children were allowed in the pool. My sister who was 8 at the time was allowed to use it.

The probable reason for this is that when Celebrity made the Millennium class ships (Millennium, Infinity, Summit, and Constellation) they did not make a pool with a retractable dome like the Galaxy and Mercury. The Galaxy and Mercury  have an indoor retractable dome, an outdoor, and thalassotherapy pools. The thalassotherapy pools on the those two ships were off limits to kids and I believe there is a charge associated with these pools.  Instead the thalassotherapy pool on the  Millennium class ships also became the indoor pool because of the lacking third pool with retractable glass.

The waterfall pools are heated but do not have a covering.

I hope you go on the cruise its a beautiful ship and destination!
