Is it true that on Celebrity, tips are handled via cash in envelopes and not by way of charges onto your onboard account?

Which reminds me - does Celebrity use credit-card like cards for shipboard charges and security, like Carnival does?

Tips can be handled either way. You will be given a choice. You can charge tips to
your account, or you will be given tip envelopes and recommended amounts on the
last night of your cruise. If you tip via your account, you can get a receipt to hand to the
employee that night so you won't feel funny when others are handing out their
envelopes.

Yes, Celebrity provides you with a seapass upon boarding for all purchases.

Of you choose to tip via your on board credit you can still decide how much you want to tip, sill be given envalopes, just like in the olden days. LOL All you do is sign a voucher stating the tip amount and place in the envalope. This is the best of both worlds. We loved it. No cash hassle, but still could control how much we choose to give.

Many people prefer the personal touch of handing cash to the staff along with a warm handshake and thank you. You can also get cash from the casino which is charged to your ship account (i.e. no extra fees for cash advance), so that keeps the bonus points in place.
